Most apps do ask for permission to view your phone activity when not on their app, but you typically have to at least open/start the app first.
.....ie, you open utube and then go to ig, utube knows you used their app X minutes then went to ig for X minutes and whatever other apps.....and so on, until you close the app/ restart your phone.
TT, asks for permission to view phone activity 24/7. You don't even have to start the app first.

All analytics requests are encrypted, and the company reportedly changes the algorithm with each update. The app also stops working if you block communication with the analytics host at the DNS-level. Perhaps most concerning is that the Android version of TikTok reportedly includes code that can force the download, unzipping, and running of a remote zip file.

In sum, the United States is a corrupt nation run by Oligarchs/Intelligent agencies/Military Industrial Complex & they want the US populace to continue to be ignorant of their deeds. TikTok was an educational tool for many to help expose their deeds and they couldn't have that so banning TikTok is their solution. Keep Americans ignorant, it empowered the empire.
