He's mighty friendly to Putin. I think he does owe him something or is being blackmailed.

Let's just assume that Ukraine uses these missiles and kill Russian civilians. There will be pressure on Putin to respond in kind.
I just read an article about the lifting of restrictions. In this article it was said the restrictions is lifted only with 50km or 50miles(i don’t remember which) range.
The reason being, the Kursk situation is a nightmare. The Ukrainian pretty much encircled and really can’t retreat. Well they can retreat but will get slaughtered running away. Most of Zelensky top remaining units was sent to Kursk. So, this person said, Ukraine would use the long range weapons to destroy everything Russia use to support the Kursk front. This way a quickly retreat can happen while the Russians can’t attack.
So apparently they can use the short long range missiles.
That was just one view point I’ve read
