Look up what Jim Clyburn had to say about it. First off, he notes that mandatory minimums were put in place in 1986, and that the Biden crime bill did a lot to reduce them, although by now we know that it wasn't enough. Secondly, he points to the massive support that it had from within black communities.

In his first congressional race, in 1992, Clyburn once explained to an audience in the historic black enclave of Atlantic Beach that he opposed mandatory minimum prison sentences. “Those people darn near lynched me in that meeting, and there wasn’t a single white person in the room. The atmosphere back then—the scourge of crack cocaine and what it was doing in these African American communities—they were all for getting this out of their community."

The 1994 Crime Bill was very widely supported, by a diverse group of interests, and followed what at the time was conventional wisdom. However, the ‘94 crime bill has disastrous effects on the Black community.
