It's a symbiotic relationship, they put/block laws and regulations that would benifit their constituents and then point to their opponents or opposition and place blame on them. Dumb inbred troglodytes cede control of their lives to them cause they keep hearing what the other side is trying to do to them.
Basically a mixture of these 2 fundamentals of deception and control:
People will do anything for those who encourage their dreams, justify their failures, allay their fears, confirm their suspensions and help them throw rocks at their enemies.
