L.A. man arrested in fatal 'swatting' hoax in Wichita has been accused of making false threats before

A 25-year-old man was arrested Friday in South Los Angeles for his suspected role in a "swatting" hoax incident in Kansas that resulted in the fatal police shooting of a man.

Tyler Barriss was arrested on a fugitive warrant related to the Thursday shooting in Wichita, said LAPD Officer Mike Lopez. Barriss is being held without bail, Lopez said.

Barris was also arrested in 2015 on charges of making false bomb threats to the KABC-TV studio in Glendale. The station was evacuated after Barriss allegedly called and said there were "multiple" bombs inside.

Wichita Deputy Police Chief Troy Livingston said the hoax call was a case of "swatting," in which a false report of a serious crime is made to prompt a SWAT team to descend on a targeted address. Police said a prankster called 911 and reported a shooting and kidnapping. Police have not disclosed the name of the man who was killed Thursday evening, but relatives identified him as Andrew Finch, 28.

Police played audio of the call to 911. A man said his father had been shot in the head. He said he was holding his mother and a sibling at gunpoint. The caller, speaking with relative calm, said he poured gasoline inside the home "and I might just set it on fire."

Several officers arrived and surrounded the home, braced for a hostage situation. When Finch went to the door police told him to put his hands up and move slowly.

But Livingston said the man moved a hand toward the area of his waistband. An officer, fearing the man was reaching for a gun, fired a single shot. Finch died a few minutes later at a hospital. Livingston said Finch was unarmed.

The officer, a seven-year veteran of the department, is on paid leave pending the investigation.

The Finch family on Friday allowed reporters inside their home.

"What gives the cops the right to open fire?" Finch's mother, Lisa Finch, asked. "That cop murdered my son over a false report in the first place."

Lisa Finch said the family was forced outside barefoot in freezing cold and handcuffed after the shooting. She said her granddaughter was forced to step over her dying uncle and that no guns were found in the home.

Dexerto, an online news service focused on the video game world, reported that the fatal series of events began with an online argument over a $1 or $2 wager over a "Call of Duty" game in an online tournament operated by UMG Gaming.

"We woke this morning to horrible news about an innocent man losing his life," UMG spokeswoman Shannon Gerritzen said in an email to the Associated Press. "Our hearts go out to his loved ones. We are doing everything we can to assist the authorities in this matter." She declined to disclose other details.

Authorities say the swatting hoax that initially targeted celebrities has now become a way for players of combat-themed video games to retaliate against opponents while thousands of spectators watch.

Lisa Finch told reporters her son was not a gamer.

In addition to the 911 call, police also released a brief video of body camera footage from another officer at the scene. It was difficult to see clearly what happened.

The FBI estimates that roughly 400 cases of swatting occur annually, with some using caller ID spoofing to disguise their number. An FBI supervisor in Kansas City, Missouri, which covers all of Kansas, said the agency joined in the investigation at the request of local police.

They already set it up that the cop will get off. The vic made a sudden movement. Never mind this cop was shooting towards a house that was reportedly dossed with gasoline and he was the only one to shoot.

They caught the kid who called it in, in California I believe. He looked Hispanic and he wad on probation for calling in a bomb threat a couple of years ago. He is going to take all the heat for this dumb cop.

The guy that called 911 has been arrested and most likely will be charged. The fat white guy that called 911 and caused the deaths of John Crawford and a woman, was never arrested or charged.

The official had no information on possible charges or prospects for extradition.

So following this correctly
Person A and Person B get into an argument over a 2.00 bet in Call of Duty. Person A asks for person B's address. Person B instead given him Andrew Finch's address (I hate that it ended up being a real address but I understand. No way I'm giving anyone my real address. He should have just laughed it off)

Person A then calls known swatter, Tyler Barris to hoax the fake address and this happens. As a result

Andrew is dead, Tyler is arrested, and the whole situation is fucked up.

I bet person A and B are shitting themselves wandering if they will be charged. I can definetly see person A getting in on this but what about person B? Should they be charged with anything for giving another person's address? I doubt it but interesting

Dude that got shot probably told him,saying something like "Want to settle this in person,then catch a plane out to Wichita and come to (wherever his address is)"

It ain't even like that. All someone has to do is dig your real name from your user name or account (which unfortunately is not as hard as it should be in some cases). And then, if you have any, any public record out there.... paid bill, license, phone line, etc. that's online somewhere, they can track you down like that.

I bet that's why the cops were at the wrong address. Dude thought he had found other dude's address somewhere, but it was an old one or the wrong one.

I think about that crap from time to time. I don't have any enemies online, and I don't beef over games, anyway. But still, it just takes one dumbass.

The California man believed to be behind a deadly “swatting” prank has been charged with manslaughter for placing the phony phone call that culminated in a police officer shooting an unarmed man outside his Kansas home.

Tyler Barriss is also facing charges including interference with law enforcement and reporting a false alarm, which is a felony.

The 25-year-old suspect on Friday made his first court appearance from jail via video after being extradited from California earlier in the week.

He was arrested in Los Angeles on Dec. 29, less than a day after authorities received a call detailing an alleged hostage situation at a home in Wichita. The caller claimed to have killed his father and that he was holding his mother and sister at gunpoint.

He added that he poured gasoline all over the house and “might just set it on fire,” according to the 911 recording.

Authorities now believe they fell victim to“swatting,” a prank notorious in the gaming community which involves phoning in a false tip with goal of triggering a large law enforcement presence at a particular address.

The hoax call was reportedly the result of a feud over a small bet in a “Call of Duty” online video game tournament.

Sedgewick County District Attorney Marc Bennett told reporters he's still reviewing whether to file charges against the officer who fatally shot 28-year-old Andy Finch when he opened his front door to a horde of police officers and armored vehicles.

Identified as only a seven-year veteran of the force, the officer was immediately placed on administrative leave after the shooting.

Bennett also noted that other “potential suspects” have been identified in the case.

“There is no other situation quite like this to reference,” Bennett said. “I am not going to stand right here and say I am not considering anything else. That would be untrue.

Swatting has long posed a problem for authorities — the FBI estimates roughly 400 cases occur annually — though Finch’s death appears to be the first to result from the dangerous prank.

Barriss, if convicted on the manslaughter charge, could face up to 11 years behind bars depending on his criminal history.

He’s also been linked to previous swatting incidents in Illinois and New Hampshire, according to court records.

And earlier this week, Canadian officers issued an arrest warrant for Barriss, claiming he placed a similar hoax call just six days before the fatal shooting on Dec. 28, the Los Angeles Times reported. Police suspect he was targeting the home of a woman he met online.
