Camera people (because it could have been a woman shooting) are usually told to stay on their subject, keep them in frame and keep them in focus.
Every shot you see is decided by the technical director.
If there are three cameras on set, there are three simultaneous shots happening.
The TD or the camera switcher chooses the one you see.
That first clip looks like some outtake footage. Its rare that a shot like that makes it on air. When stuff like that does happen, it means that the TD didn't have another good shot to cut to.
