Cop kills mentally disabled black man - Patrick Warren Sr.



KILLEEN, Texas — Doorbell video shows the moments leading up to when a Black man was shot and killed by a Killeen police officer on Sunday.
The video shows Patrick Warren Sr. come out of his house and approach the officer while waving his hands.
National civil rights attorney Lee Merritt, who's working with the family, said they called police to ask for a mental health professional when they noticed changes in Warren's behavior.

Merritt said the family was told a mental health deputy was not available, so a police officer was sent.
In the video, which was posted to the social media pages of civil rights activist Shaun King, the officer comes to the door and then announces he is coming in the house.
Merritt said Warren then asked the officer to leave, which he does.
The video then cuts to Warren walking out of the house waving his arms at the officer. The officer can be heard telling Warren to get on the ground but Warren keeps walking toward him.

they didn't call the police on him. they called to get assistance from a mental health expert and were told that no one was available, so they sent a cop. what was said on the call, who knows. should they have even called, who knows. But the cop showed up for a call dealing with a mentally disabled person, by himself as it appears. the blame is on the dept. for sending him in that situation and the cop for not knowing how to deal with it. But the cop will get off scott free because in their minds, they attempted tor restrain him with the tazer, which he shrugged off.

What I want people to understand is that all police officers are members of the KKK or another white supremacist group.

They are killing black people on purpose. This is not an accident. It is willful.

Maybe 50 years from now it will finally be exposed for the world to finally accept.

...listen, Imma say this and I'm done. If black women stopped calling the police on black men we wouldn't have these problems. Do not call the police on your husband, period. If he was such a threat for them to shoot him, maybe they were justified. If he wasn't gonna hurt anybody, maybe you shouldn't have called the law. I see this shit in DV court all the time....sistas calling the government on brothas and acting shocked when it goes left...

Sad shit, but in my 15 years of Fire dept calls/EMS, when there is a call for a mentally ill patient I've never seen the ambulance get on scene before the cops determine the person to not be violent. Ts called 'staging'. They do the same things for shootings, stabbings assaults etc. The cops have to clear the scene.. Luckily I've never seen anyone shot by the cops. Tackled and handcuffed yes. A lot of time the cops will call for the ambulance after getting a call for a mentally ill pt just so they don't have to take the person to jail and process them. The system is fucked up. But the way it is I don't know of any ems service that will send in a crew before the cops in those instances. If you're in a big metro area like I am in Atlanta where the mentally ill population is high, don't think for a second there will be enough mental health professionals to run every call. Shit is sad. RIP to that man.

-They are supposed to be trained to deal with people with mental issues,especially after you let them know that when you call 9-1-1.

They murdered that man who clearly holding his hands up and walking slowly toward them,I'm starting to believe that not calling 9-1-1 aka the piglice is the best option when it comes to being black in America....

I was born here,live here but I hate this place and the people that run this fucking place;something needs to be done,what if all blacks decided not to pay taxes on the state level and on the federal....we don't get the representation,none of the benefits,advantages so why should they?.

Attorney: Family of man killed in officer-involved shooting calling for officer's termination, arrest


The family of the man shot and killed by a Killeen PD officer after a psychiatric 911 call is calling for the termination and arrest of the officer involved, according to the family's attorney.

KILLEEN, TX — The family of the man shot and killed by a Killeen PD officer after a psychiatric 911 call is calling for the termination and arrest of the officer involved, according to the family's attorney.
On Wednesday, Killeen Police identified both the man killed and the officer involved.
The man has been identified as 52-year-old Patrick Lynn Warren, Sr. of Killeen.
The officer has been identified as Officer Reynaldo Contreras, a 5-year veteran of the department. Killeen PD says he remains on administrative leave pending the results of the investigation.
Lee Merritt, Esq., the Warren family's attorney, says the 52-year-old was unarmed when he was shot and killed Sunday.


In an exclusive interview, Merritt told 25 News the family is devastated by this incident and is demanding the immediate termination and arrest of the officer responsible.
This is Merritt’s second case involving a Central Texas police department. His first was the death of Michael Dean in Temple. Now he is representing Patrick Warren's family in Killeen.
The attorney says what initially started off as a call for help turned into a death sentence for Warren.
“They [Warren's family] noticed their loved one deteriorating, undergoing some sort of psychosis. It appears they spoke to medical professionals. They wanted to get him some help," Merritt explained.
In an effort to try and calm Warren, Merritt says someone in the Warren home called the police, which did not go as planned.

“An aggressive officer who is speaking in an abrasive tone, who clearly had an attitude, he sort of stormed out of the home. The family described it as he slammed the door behind him," said Merritt.
Based on the video, Merritt says the officer had an aggressive stance after engaging with the Warren.
“Then he leaves and takes a tactical position to the right of the door as if he’s preparing to engage this man in his home. There’s no justification at that point to engage anyone," the attorney explained.


When looking at the video, you can see Warren put his arms in the air and take steps forward. The officer asks to see Warren's hands and instructs him to get down on the ground as his family tells the officer to not shoot him
You can hear Warren being tased in the video. Not long after, the first of at least three shots are fired. You can hear a family member screaming.
"I told you not to use a gun," screamed a family member.
“I’ve been on calls that looked exactly like that, hundreds of them, and I know that there’s a way that that plays out better. I know there is. I’ve seen it. I’ve been involved in it," said Dr. Jeremy Berry, Professor of Counseling and Psychology.
After spending years as a mental health crisis advocate responding to psychiatric calls alongside law enforcement, Dr. Berry says Warren's response is not out of the ordinary
“Even if you wanted to make a statement that he [Warren] was behaving aggressively or radically, erratic behaviors are not uncommon for that particular situation," he explained.
Dr. Berry says the presence of law enforcement can oftentimes further agitate someone who is having a mental episode, which is why proper training is paramount.
“I'm not in the position to say what was in the officer's head, but just speaking from a mental health perspective, there are other methods to address the situation that would not require someone to lose their life," he explained.
Dr. Berry say this incident shines a light on a nationwide issue of a lack in mental health services across the board. Officers are required to undergo a 40-hour crisis training, but it's up to each individual department to require more extensive teaching specifically dedicated to mental health calls.
25 News reached out to the Texas Rangers, who are spearheading this investigation, for comment. A spokesman said "At this time, the investigation remains ongoing and no further information will be released so that the integrity of the investigation is not jeopardized."
Killeen Chief of Police Charles Kimble issued the following statement:
"This incident is rightfully of great concern to the community. As Killeen Police Chief, it is my duty to ensure a thorough investigation is conducted so that all parties, including the public, have the answers they seek. There are many more facts in this case that are not publicly available at this time. I assure you that more information will be made available as soon as appropriate, and I ask for your patience as both investigations proceed."
