The actors union forced an agreement last year that they get residuals for streaming, but the amounts vary by contract. For example, Friends was listed in the news as the actors each getting 2% of deal overall since Netflix doesn't base agreements on views but overall rights to show the series.

We don’t know the royalties or whole story but it’s implied they bought her shit and isn’t paying her for syndication rights like Seinfield for example.

Seinfield gets a significant amount of the $400 million per year the show makes in syndication because he and Larry David owned a portion of the show. Julia Louis-Dreyfus, Jason Alexander, and Michael Richards didn't so all they get is residuals and DVD sales.

I'd imagine any 90s show had a similar contract and it's unlikely that Netflix plays are going to bump up the payment all that much. Maybe 3 90s shows are still bringing in significant syndication money 25-30 years down the line, and none of these shows are one of them.
