The Next Mayor of Atlanta: A Post-Racial Campaign?


The first large Southern city to elect a black mayor in 1973, Atlanta has had African-American leadership ever since. However, this year, a white city council member is leading in polls over three black challengers, causing some to fret that her election could lead to a setback for a "black agenda" of racial and social justice.

But in an age of "post-racial" politics, the current Atlanta mayor's race is resisting attempts to paint it in crude black-and-white. For one, the cliche of black political organizers facing off against white corporate elites doesn't fit. The black candidates include a former real estate corporate vice president, a state senator, and a corporate-law attorney who was a Rhodes Scholar. The white candidate, re-elected city-wide four years ago, is a longtime community activist and the candidate most likely to be photographed with a bullhorn in her hand. This all comes at a time when Atlanta is struggling with financial red ink, rising crime, and an increasingly affluent population fed up with high taxes and poor services. When November comes, Atlantans will have to give the mayor's job to someone other than incumbent Shirley Franklin, who is term-limited after eight years in office. All four candidates have loudly rejected a call for black Atlantans — who make up 57% of the city's population — to rally around a single black candidate in order to defeat Mary Norwood, the white city council member. "Mary's not focused on [the race angle]," says Norwood campaign manager Roman Levit. "She's focused on two things: making the city safe, and bringing accountability to the city government." Lisa Borders, the candidate second to Norwood in most polls, complains that attempts to inject race into the campaign obscures her claim that Norwood is the least-qualified candidate. Borders heads the city council, and was also elected citywide. State Sen. Kasim Reed told a breakfast meeting of black ministers, "One Atlanta is a strong Atlanta. Two Atlantas is not Atlanta at all." Attorney Jesse Spikes also deplored the injection of race into the campaign. A second white candidate, political novice Kyle Keyser, has not shown up in polling.

Two Clark-Atlanta University professors recently defended a memo they had written for the Atlanta Black Leadership Forum, which caused a media ruckus when it was leaked. Their memo collected a number of statements supposedly circulating in the black community, including a call to rally around Borders in order to avoid a head-to-head runoff election with Norwood. "We have said very clearly that African-American concerns should be considered by all of the candidates," says Clark-Atlanta professor Keith Boone. "It's no more racist for the African-American community to have an agenda than it is for the gay community."

Race, if not racism, has long tinged politics in Atlanta. The city saw a dynamic population shift in the 1960s, from a heavily white population to a majority-black makeup that neared 70% in the 1980s. But while the legacy of the segregationist past caused strains, the city never fractured along racial lines. "Atlanta is a city that has been built on black hope and white pragmatism," says Gary Pomerantz, who wrote the Atlanta history Where Peachtree Meets Sweet Auburn. "Race isn't everything in Atlanta, but it is in everything."

If there ever was a Black political machine, it was headed by Maynard Jackson, who was elected as mayor at age 35 in 1973, served consecutive terms and a single term in the 1990s. He endorsed every winning candidate before his death in 2003. Now the "Jackson machine" is largely history, Atlanta political insiders tell TIME, its membership dispersed since Jackson left office.

Jackson's center of political gravity was the city's public housing. But the tactic of busing poor African-American voters from the projects is no longer viable, even if there were a machine dedicated to it. The projects have been bulldozed or turned into mixed-income developments over the past two decades, Meanwhile, Atlanta's black mayors encouraged affluent whites to move into blighted or vacant areas of the city, and the real estate boom of the 1990s made it happen. In the past decade, Atlanta has elected whites to a number of city-wide offices, including the council president before Borders.

Jackson built a broad program to push city contracts to black-owned businesses. But the current crop of candidates — black and white — put balancing the city's books and stemming rising crime at the top of their agenda. "Atlanta is broke and broken," says Borders spokeswoman Liz Flowers. "This is about fixing a broken city."

Dont know why, but i thought Atlanta was more than 57% black. So i guess DC is the only major metropolitan thats a overwhelming black majority (though i know their numbers are dwindling yearly). Interesting.

The chairman of the Fulton County Board of Commisioners has more political sway than the mayor of the city of Atlanta.

If it weren't for the state capitol Atlanta would be damn near irrelevant politically speaking post Bill Campbell.

Fulton County needs to annex North Fulton and let those CACs have the Milton County they so desperately want. Allow Atlanta to remain with the rest of Fulton County and see how far the CACs on the north side get.

Ugh Peachey...they have already gotten far. They want to Annex North Fulton... which has the highest tax revenue per capita in Fulton County. North Fulton is among the RICHEST AREAS IN THE ENTIRE NATION..That would be a shit load of TAX REVENUE not going to Atlanta. You already see the bind that the city of Atlanta PROPER is in......it would ONLY get worse without the North Fulton Tax Revenue.

you think East Point, College Park, Hapeville, Fairburn are thriving :rolleyes:

I don't disagree with what you say at all...nor did I EVER imply that the Southside was thriving.....at PRESENT.
However...there is more than meets the eye with Atlanta/Fulton south of I-20.

I may elaborate later. :hmm:

I am all ears... but I'm cool with a some of the politicians out here.. REAL COOL with some of the STAT HOUSE REPS... and have worked on some campaigns.

Blacks don't really run shit in Atlanta anymore. Blacks manage shit now. The last time blacks ran shit was win Bill Campbell was the mayor...and he was crooked. The last time an upstanding black person ran shit was when Mayor Jackson was still alive.

I think some blacks are voting for Norwood because of the economy, Mayor Franklin has fkd some shyt up, she started off good or maybe she was riding the good Campbell had done for the city, but Franklin screwed up with me, when she started cuttn govt. jobs left and right. With all the crime going on she was cuttn police and closing down fire stations. Then here attitude about shyt has been horrific. That's the best thing about this election, that her azz will finally be gone. I just got back intown, I was in a white ran city, the way cops lookn at a nga with a nice car and shyt, i don't deal with that in Atlanta. So I hope if Norwood is elected, she wont try and turn the city back white. But, we do need change in this city. We need a new police chief, we need better officials too boosts our economy, the cities growth has halted---i know a lot has to do with the nations economy, but hopefully new people in power can get us back rolling. In the midst of all the serious shyt that needs to be handled in Atlanta, it would be nice if the next mayor would change the club closing hours law, damn i miss shyt closing at 6am and shyt.

Shirley Franklin = Seen as wasting money on bullshit tourism campaigns, and raising taxes all while the city is basically crippled and crime ridden due to a 70 million dollar deficit.

Seriously, things are so fucked in Atlanta now that I doubt that anyone is going to get it fixed in 4 years.

With the closing down of all the projects, gentrification of areas like Hollowell, Thomasville etc... and putting up condos and townhouses everywhere it'll go down. They're already pushing most of the section 8 population into Clayton County. When's the last time you rode through areas like Pittsburgh...Cleveland Ave... Metropolitan? I rode down Cleveland the other night comin from the candy shop and actually saw a crowd of white people hanging out in Pittsburgh. I couldnt believe it lol. They've already put up 3 large high rent loft/apartment developments on metropolitan and its just the beginning.

They ran them hoes off Metro damn near overnight, I used to cruise through just to check out the hoes sometimes, but never picked one up, too dangerous(I was too worried about either a sting or some crazy ass hooker).:smh: Anyway last time I saw them in force was back in October 2004, so much ass was on the streets I damn near wrecked, but by spring 2005 them hoes had vanished.:eek::eek::eek:

Fulton Industrial aint like it was back in 05 & 06....they done ran most of them hoes off except for the crackhead lookin bitches. after they evicted all them hoes out of that hotel on Wendell Dr. and that spot over where the Mrs.Winners used to be....it left em nowhere to go except the Travelodge, and the police have their eyes on that place 24/7.

i guess i'm concerned about the people she puts in power, like the new police chief all the candidates say they'll put in power. What she'll do about all the counties trying to become their own, that shyt is makn my taxes higher when all these north fulton counties are leaving. I feel that the city is losing too much shyt, too many events and things, the city was booming a few years ago, there was always something to do. I mean there still is but not on that level.

I thought closing down all the projects WAS STUPID. keep all the animals caged in, don't release them into regular civilization and let them hurt the innocent. That was like releasing a million inmates.

O and for all you Bill Campbell haters in this thread.........Ya'll have been so brainwashed by the media. Yes Campbell used city money for pleasure, but what mayor doesn't do a little dipping the cookie jar? My thing with Campbell is he did more positive than negative. For all the Campbell haters in this thread, do u know the real reason why they (law enforcement) went after him??????????

That brotha screwed a bunch of whites. He gave the MULTI MILLION dollar Hartsfield/Jackson renovation to black contractors. The majority of construction contracts through out the city was given to black owned companies----yep all that road work and shyt was given to blacks. They had a white guy on the news who said he was trying to get a contract for his construction company, and Campbell's right hand man told him he needed to donate $50,000. He was under the assumption that if he donated the $50k he would get the contract but he didn't....... Campbell was a player, yeah he fkd over some people but he helped waaaay more than he hurt. Yes on some occasions he caved in to some powerful whites but he rolled hard for blacks more. He had to cave into to some whites, u know they do play a big part in the economy. He kept a whole lot of people happy. Things were organized. On the illegal side things were organized, since different groups have been shutdown, things aren't organized and crime is crazy. That's all i will say on that.

And for all those that keep sayn whites still run the city, or this nga a puppet, etc........Yes there are powerful people behind every elected government official in America. But, in cities like Atlanta and DC there is a lot of black power and I wouldn't trade that. It's beautiful, yes there are black crooks and people who don't know what their doing in office but there's some smart people who do know what they are doing.
