They were going to engaged in a Stationary battle.

and this battle... was against a Dragon that breathes fire..
Why would you have a Massive sailes in a pure fire fight against a Target that you needed to be in a Stationary position..
This is different from last week when they going against another fleet and needed maneuverability.. They knew the dragon was coming to them..
Their change in battle tactic made sense... against the threat that they anticipated was coming... Dany didn't have such change.

Euron is the Captain.
The Captain calls the shots & fires the Torpedoes (or the Scorpion Arrows in this case)
When they ambushed her last week... Euron himself had his finger on the trigger. Guess why? Because he was a Captain who was ‘ready for battle’ last week. That’s why.
But this week, he was caught off-guard and wasn’t sitting in the chair to fire the arrows himself. That’s how you KNOW they got Ambushed. They don’t have their sails down. They are not in the harbor, in any kind of cohesive / tight ‘battle formation’

... or even a semi-circle... they didn’t set no type ‘perimeter’ with their ships

... and the Captain ain’t even got his finger on he trigger.
They just sitting in the harbor.... all Willy Nilly.

By the time they realize what’s happening the rest of them dudes got to ‘swing around’ to try to get a good shot... but just last week... they didn’t have to ‘swing around’ because they were rest for action, from jump.
