That's exactly what Israelis did in 2006 and 2014 they used their aviation to kill civilians (... again) in Lebanon, the Hezbollah's response was quite interesting they had the reach with their missiles to strike anywhere into Israel's territory, but instead stayed focused on Haifa. Sharon who was prime minister in 2006 and Bibi in 2014 understood the message loud and clear back then and stopped bombing civilians.

Hezbollah ain't idiots they know how crucial Haifa is, if you really want to economically choke the hell out of Israel destroy the Haifa port, the infrastructure is massive, it represents more than 32% of all containers entering the country.... and now it's the only one so far not being affected by the war. When it comes to maritime transport it's Israel's last leg !

Back then the Hezbollah didn't have guided missiles, the amount of damage they can inflict is simply huge.
