that's the problem when you have to deal with a diverse population Shia Muslims (the Hezbollah) represent a part only of Lebanon's population (where you have Druze, Maronite Christians, Sunnis Muslims...) and the Hezbollah doesn't want to be marginalized as a political party so they compromise Israelis and their Western allies know that and used that tactic to reach that ceasefire.
That's why the Hezbollah don't act but Israelis are so desperate and the fact that they said that ultimately they won't leave south Lebanon means that even moderate Lebanese will ultimately tell the Hezbollah to whoop that ass !
(just check the Lebanese army moves once they'll announce they live their position -> green light to the Hezbollah)
on the other hand Houthis don't have to deal with that shit !
