I was curious so I looked up Draymond's college stats and he only averaged 10.5 ppg, got up to 16.2 as a senior.
His highest NBA ppg average was year 4, when he scored 14 ppg.
So it definitely is a huge exaggeration to say everybody in the NBA was averaging 40 in high school and 20 in college. (I have never watched college so I don't know what draft picks scored like relative to their NBA scoring.)
