No need to issue a command when someone is committing blatant murder.
Even a licensed CCW citizen can draw down and be fully justified just like the armed security guard.

To prevent the commission of "aggravated kidnapping, murder, sexual assault, aggravated sexual assault, robbery, or aggravated robbery."

Is that what your average retail security guard gets paid to do. Most aren't even armed. I have yet to meet one that thinks its worth it (based on what they get paid) to walk down an active shooter and neutralize him.
