I think I understand what you mean, the United States after funding the Mujahedeen in Afghanistan to fight the USSR, when that war was over the USA left the Mujahedeen high and dry. The Mujahedeen slowly morphed into the Taliban that the USA had to later fight....I’m guessing most of the southern Asian/Northern African groups we label as terrorist.
I really was on this foreign conflict stuff back then.
I remember seeing it post, “after we used them up, we don’t need them…”
