In black schools teachers (mostly white women) love to funnel black boys into special ed, or label them with some kind of ADHD.
This gets the schools additional Govt funding. It's not about truly educating black boys, its slapping a label on them in order to receive more funding. I'm sure this adds to a plethora of other issues that raise education costs.
On the flip side, other countries have lower costs because they do not face racial divides like we do. All those other countries Trump named are not seeking to undermine a certain demographic because racially they're all equal. Sure, there are class distinctions and economic divisions but those do not create a major level of separation like we see in ameriKKKan school systems.
