That tariff is paid by the importer in the U.S. who says, "fuck that" and passes it on to its customers. A simple example is Walmart agrees to by TVs from China for $100 a unit knowing that would allow a decent profit when the TV is sold to its customers. But the U.S. puts a tariff on the China made TVs raising the cost to Walmart to say $120 a pop instead of $100. Yep! Which benefits him and his business partners. China has never been overly dependent on USA imports. There are some farming products and some other shit. But no where near as much as we import from them.
