Two major issues that caused this problem. First of all Black people are afraid of cops and have been shot during car stops. Second, the second most deadly situation for a cop is car stops (the #1 is responding to domestic disputes). Senior cops teach rookies to be scared of Black people that they stop. The more scared the cop is of Black people, the more they yell at the motorist (which causes the motorist to get flustered and act out of fear). If the cop remains calm and conducts himself in a tactically sound manner, he'll generally be safe. All of that yelling isn't necessary when you're talking through a loudspeaker. He exacerbated the situation by being overly dramatic. On the other hand, the young lady is being dramatic as well. Unless she is dying herself, there isn't a problem she's going to solve by driving 122 mph (especially while running out of gas. Everything she did just made her problems worse. I hope this got resolved without her getting hurt.
