It depends!!!??? How is the city / town government structured? Is it a "strong" Mayor or a "strong" City-Manager form of government? "Strong", is best defined as which office, Mayor or City-Manager, has the dominant duty, responsibility, and governing power(s) according to the city / town charter. Here in Oakland, we have experimented with both forms, currently, we are in the strong Mayor form. Unfortunately, it has "politicized" every city office and brought a cut-throat, big-money type of politics to Oakland, which we were absolutely unprepared for, IMHO!!!
