Basically. And the longer these diseases are out there, the more likely they are to mutate or to build up resistance to treatments like antibiotics. It's actually dangerous to keep getting treated repeatedly, because your body will build up a resistance to them, too.
For me, just the fact that there is no permanent cure for HIV is enough, and always has been. I'm glad that there are treatments that keep it from being a definite death sentence and medication that works as a preventative, but that doesn't mean I want to roll the dice.
