I'd feel sorrier for Biden but his dumbass has supported maintaining the same filibuster that has kept him from getting his "agenda" passed. So much for I've been in the Senate for years and know how to get things done. Too busy falling in line and bowing down to Manchin and Sinema instead of bullying them being that he's the President and all.
Biden has maintained many of Trump's policies in regards to Mexicans. He's kicking them and the Central Americans out too. He fucked himself with the unaccompanied minors shit though.

Because there is no super majority, neither party can lose a single vote. In the democrats case. they need all 50 votes and Karmala too. So if manchin or any else is not on board with the program, you get this type of fuckery. Notice when Republicans ran shit, Manchin was not a factor because his vote, thoughts ad opinions did not matter. He is holding up the Democrats agenda. Shit never changes because we don't have super majority's anymore nor will either party truly compromised on anything so you got to settle for crumbs and even the crumbs are too much for most.

And if I remember correctly about 500 or 600 billion of this package is from co-vid money that hadn't been used so the number is really under 1 trillion
