You want the government to hold your hand through every little thing. If the money isn't getting to where it needs to go. Then it is up to the people being affected to make sure the money is getting to where it's suppose to go on the local level.
This. Getting it on the budget on a federal level is where it starts. However, the federal budget doesn't manage your state, your district, etc. But you can't even get it if it doesn't start up top. The previous administration wasn't even allocating the funds for it... as a matter of fact, they were doing everything they could to eliminate the funding (Devos).
