This was a "Girls of the SEC" photoshoot that they re-published after she got drafted into the WNBA.
Those "Girls of the [insert conference here]" photoshoots sometimes had a "dorm" or "collegiate" theme and that's what the photographer was trying to do here, also you can assume she wasn't willing to do any real, frontal nudity, so they went with this.
Also, they published these pics because Lisa Harrison (shown below) who was selected as the "Sexiest WNBA Player" by Playboy magazine declined Playboy's offer to pose.
