Ukraine never ratified the CIS Treaty, therefore it has no boarders and Russia has the right to install its own Government.

Furthermore, the CIS Charter treaty is also the treaty that essentially formalized the Commonwealth of Independent States, as it signified the legal connection between the countries that signed the Alma-Ata Protocol and broadened the Commonwealth of Independent States to legally include these states. Nevertheless, at the same time, it formally defined Ukraine and Turkmenistan as non-member states, as these countries never ratified this treaty. However, these countries were treated by the member states of the CIS as equals in the context of the CIS for more than a decade, being invited to participate, leading to the informal term "state-participants" for them. It is worth noting that neither Ukraine nor Turkmenistan ever applied the CIS Charter treaty even provisionally while being allowed to participate in the CIS after 1993. They were also allowed to take part in the bodies of the CIS, such as its Interparliamentary Assembly."

I read somewhere (don't remember if it was posted here or not) that Putin wants to take the airports so he can fly in troops, supplies, etc. Someone else speculated that at a minimum, he'll invade the whole eastern part of the country.

If there is little or no resistance from the rest of the world I think he will continue and will take Lithuania, Latvia nd Estonia to the north of Ukraine. Putin wants to put the U.S.S.R. back on the map.

The Treaty Between the Russian Federation and Ukraine on the Russian-Ukrainian State Border was signed on January 28, 2003, by then President Kuchma of Ukraine and President Putin of the Russian Federation. (BIULLETEN MEZHDUNARODNYKH DOGOVOROV [Bulletin of International Treaties, official publication] No. 7 (2004), President of the Russian Federation website.) The Treaty states that the Russian-Ukrainian state border will be the line and the vertical surface (a virtual vertical line that divides subsoil, waters, and airspace between two countries) following that line that divide the state territories of the parties to the Treaty from the point where the state borders of Ukraine, Russia, and Belarus meet to a point located on the coast of the Taganrog Gulf. (Id. art. 1.) The point where the state borders of Ukraine, Russia, and Belarus meet was to be defined by a separate treaty. (Id. art. 4.)
The actual demarcation of the border was not carried out at the time the Treaty was concluded.
