I think more so, it's few in the hood and everyone goes to it for snacks, gas or little shit. You can't avoid people and will see them eventually.

Could be that as well. I’ve been to places in Tennessee, Georgia and Florida however where the gas station is the hangout spot. Many center their day around going to hang out at the gas station later in the evening.

Let me help you out being born and raised in the Souf! The gas stations in the south are generally connected to, right next to or near a point of interest. I'm meaning club here and gas station right across the street or right beside club. So when you see people gathered like this at the gas station it's more of a meeting spot or halfway point for them to pick where they want to go next.
So your halfway there to say people choose to chill at the station. Broke hustlers who can't get into the club especially like to hang outside. And you know what that brings? The goons who like to rob and steal!
Mostly if people want to show off their car or jewelry they will ride from station to station (club area to club area) to floss.
