police arent trained to shoot in legs or arms. also, swat isnt called for situations like that. it was ONE GUY, out in the open with a knife. use of deadly force was authorized, and he posed a threat for the community, because he had already ROBBED a store a moment earlier. then, he posed a DEADLY threat to the police responding. they did not jump out shooting. they gave the asshole a chance to drop the knife. only when he came closer to the officers, did they drop him.
