No one would take that seriously as a movie villain. A guy in a shiny helmet with a buttoned up (extra tight) blue business suit and a cape? You are letting your nostalgia get the best of you.

Darth Maul had a cape, Darth Vader, one of the greatest villains ever. It could be Re-designed to look crazy. Make the cape dark red and have blades come out or something. I mean he's a commander, look how Commanders dress, Castro, Kim Jung IL, all them cats dress in the same funny military fatigues. You can be crazy and dressed how you want.

Maul had a cloak (big difference from a cape), which was part of the whole jedi/sith mythos. He removed it when he actually fought. He also had horns and tattoos on his face that made him look like a walking red skull. He looked like he was ready to kill someone that looked at his shoes funny. Vader had a huge volumunous cape, not some shit that looks like he robbed superman..not only that but his whole getup was solid black towering imposing figure. There is NOTHING imposing about the original cobra commander. He was even comical to a point.

As far Castro, Kim Jung Il, etc., you are reaching. If you see those guys on the street they wouldn't be menacing, larger than life, "oh shit this mother fucker looks like he's about to take over the world" figures. That's the whole point of action movie characters, especially villians. They are larger than life.

Also, even though the image presto posted would be better, from what I understand they didn't go with the hooded commander due to the perceived resemblance to the KKK.

Power is more than looking menacing. Adolf Hitler was a short pussy ass cracka. You couldn't tell the people of North Korea not to be scared of Kim Jung Il, they cry in his presence.
