City infrastructure has nothing to do with a home of that scale on a lot that grand having drainage issues. All of that should have been accounted for by engineers. He should essentially have his own fucking sewage system, septics, series of sophisticated sup pumps, moisture sensors, wells, reservoirs, and highend drainage system all leading downhill away from that property.. That shit is unacceptable.
