Yep. I agree with the general point that Black Americans need to stop acting like the racial culture of the United States defines blackness for the world.
But that being said.... There IS something fishy about the attitude towards blackness in DR. Where you'll have a Dominican tell you "I no black" but he'll tell you that his Haitian cousin who looks exactly like him IS somehow black.
It's the cultural history of the island. Dominicans generally considered themselves to be Spaniards. They identified more with the dominant culture in the past. Haitians, generally, considered themselves transplanted Africans.
For what I understand, a lot of this had to do with how the Spaniards practiced slavery compared to the French; the Spaniards were more paternalistic while the French were just brutal.
It didn't help matters that at one point Haiti conquered the entirety of Hispaniola and outlawed Spanish. It didn't endear them to the Dominicans.
