This has nothing to do with the timing signals and ephemeris data you're getting from the satellites. The triangulation you're talking about comes from three Satellites in mid earth orbit (MEO) about 1200 miles up.
I spent the last 4 out of 6 years doing R&D on GPS IIF/GPSIII and putting them shits in orbit. So this baffles me to death that you think cellphone towers giving you all that real time clock data and be able to derive accurate weather maps.
