Nah. Herman was pumping the rhetoric that covid wasn't serious. The purpose of the Herman Cain Awards was to show the ironic nature of someone saying something isn't real, then asking for "prayer warriors" to help them overcome the thing that didn't exist.
That is my understanding of the awards as well. Not only was Herman Cain cosigning rhetoric that covid19 was not that serious. He was a prime candidate for it as a cancer survivor.

Butts began serving as a youth minister at Abyssinian in 1972 and was senior pastor there for more than 30 years. He also served as president of the State University of New York at Old Westbury, on Long Island, from 1999 to 2020.
