In the aspect that there is less control over the inmates. Cameras everywhere so the officers barely out hands on inmates. You basically get sued for breathing on an inmate, hell you even get sued for inmates beating up other inmates. No surcharges when inmates get jail tickets. So tickets for misbehavior with no fines attached. And the number 1 most important thing. There's no box or SHU unit. There's something in place called ESH where inmates are locked in for part of the day and allowed to come out and mix with other inmates. Needles to say there are a ton of slashings in ESH. Inmates can only be in ESH for 3 months at a time. Right now the city council is fighting to get rid of ESH completely so that violent offenders can stay in population after assaulting and maiming staff and other inmates.
