He would have been more correct to say"

President Joe Biden repealed the ban on transgender troops serving in the military on Monday, rolling back an order from former President Donald Trump that shocked Pentagon leaders and kick-started years of legal trouble for the administration.
The change in policy, the latest of Biden’s moves to undo Trump’s orders, was announced by the White House before the ceremonial swearing in of Defense Secretary Lloyd Austin. The move reinstates an Obama-era policy that allowed transgender individuals to openly serve in the military.
Unlike Trump's original ban, Monday's move wasn't a surprise, and Austin had telegraphed the new administration's plans to undo the policy.
“I truly believe ... that if you're fit and you're qualified to serve and you can maintain the standards, you should be allowed to serve,” Austin told lawmakers during his confirmation hearing.
