For anyone wondering, the rails are specific to this one track in Pennsylvania. It is there because when they expanded the track for the relays they couldn't push outwards like normal due to the historical brick wall you see around the track. So instead, they put more lanes on the inside and ended up with lanes 1-3 being less than 400m. So the rails are there for races like 4x4, 4x8, etc so athletes on the inside lanes cut out and athletes on the outside know to stop in lane 4 when cutting in. For all intents and purposes, lane 4 on this track is the true lane 1 and the last lane that's a full quarter mile.
