Depending on the country in Central or South America he would be considered blanquito, paisa, or blanco, but definitely not a moreno or negrito regardless or how many fully melanated ppl are in his family .
My buddy from Honduras saw a pic of my pops and said I would be consider moreno while my pops would be considered negrito. Same thing was told to me by my Colombian, Dominican, El Salvadoran, Ecuadorian friends. I know what they mean though; for example when I’m in the sun I never turn darker per say but I get more red and bronze (same goes for my mom), now pops gets darker.
How Americans view race is different than a lot of countries around the world, so….yeah.
