If it's not one of those then they're being sensitive and it's selective outrage.
There are no objective rules to comedy. It used to be that "punching down" was considered bad but that's not universally accepted either.But who determines all that?

Then again Dennis Leary lifted Bill Hicks stuff and nothing happened to him. Bill Hicks had died at that point so maybe he got a pass.
