Franny can’t get a gun.

Brooklyn security guard and substitute teacher Frances Halpern wants to pack heat, but the NYPD denied her gun-license request in April -- and now she’s gunning for a judge to overturn that decision.

Halpern, 53, argues that cops based their denial on a single arrest nearly a decade ago for “essentially washing her son’s mouth out with soap for using profane language.” The case was ultimately dismissed.

“She otherwise has a perfect record,” Halpern’s Long Island lawyer, Patricia Feerick-Kossmann, insisted.

“That incident was remote. She’s an unarmed security guard, and ... she’d like to make more money.

“If you’re armed, you make more money.”

In its notice of disapproval, the NYPD said Halpern lacks “good moral character,” pointing to the 2002 arrest, along with three reports of domestic incidents and an order of protection that expired in 2007.

The NYPD did not return calls for comment on Halpern’s lawsuit, filed last week in Manhattan Supreme Court.

The basis for New York’s gun laws is to prevent criminals from obtaining guns hand guns in particular!
Of cause everyone knows the laws pertaining to hand guns doesn’t work and never has.
A criminal can get a hand gun any time he or she wants.
If the non criminal element had the right without restrictions to carry a hand gun I would think the criminals would think long and hard before acting.
If the American public is disarmed what you have is a police state.

How is it possible that the U.S. Constitution is illegal in NYC? Specifically in regard to the Second Amendment. Is it because the sheeple keep voting in tyrants, election after election? It appears that the NYPD based it's call not on a single arrest but the multiple calls to the applicants home for "domestic violence". To this end I believe the NYPD acted in a appropriate manner in denying the carry permit. Otherwise we might be reading about another domestic dispute with a fatal ending.

Fam NYC is the sole bread winner for the entire state, the city with the highest tax base in the state..... NYC is like its own state... shit is ridiculous. Anywhere outsite of nyc u can get a permit barring you don't have no felonies.

that is exactly correct. A NYS carry permit excludes NYC.


I actually have the Utah Non Resident Concealed Carry permit that is recognized in 30 some off states due to reciprocity.

If you want a Glock look up Buds Gun Shop online you can get a re issued Police Glock for 369 then pick it up at a local licensed dealer for 25 bucks. That's way cheaper than a new Glock and it's just as good.

You apply for a New York State CCW and that will cover all counties, cities, and jurisdictions within the state including New York City.

New York City gun law cannot trump State law.

You would think so, but, like dude said, NYC runs the State.

Meredith Graves of Tennessee was arrested in NYC for gun possession. A gun, which was bought legally, for which she is licensed to carry back home, and she forgot was in her purse when she visited the 9/11 Memorial.

She saw a "No Weapons" sign posted at the entrance and attempted to surrender the handgun to a police officer...who promptly hauled her to jail. A search of her purse also lead to the assumption that a white powder substance in it was drugs...an assumption for which she was LIBELED by "mayor" bloomberg and DA cy vance.

This is the reason why we need this to pass, so shit like THIS can stop! The NY polls are concerned about it's passing, that some are asking for leniency for Meredith, and are questioning the gun laws here...which they KNOW are bullshit.

A federal appeals court ruled Tuesday that the city’s $340 permit fee for residential handgun licenses is constitutional, even though the same permit costs $3 to $10 in other parts of the state.

The 2nd U.S. Circuit Court of Appeals in Manhattan agreed with a 2012 lower court ruling.

It sided with the city against a 2011 lawsuit by the New York State Rifle and Pistol Association, the Second Amendment Foundation and individual gun owners.

The appeals court found the $340 fee for a three-year license is legal because the city uses the money to fund its in-depth background checks on gun owners.

“Imposing fees on the exercise of constitutional rights is permissible when the fees are designed to defray . . . the administrative costs of regulating the protected activity," the court said.

The city applauded the appeals court decision.

“The court properly recognized that the city’s licensing process is designed to promote public safety and prevent gun violence,” said city lawyer Susan Paulson.

The gun laws in NYC are different than those in New York State in that we have total registration. Despite the Heller and McDonald decisions, NYC continues to keep in place the financial and bureaucratic roadblocks to firearms ownership.

This video is intended for anyone who's interested in seeing what total registration of firearms would like if passed at the federal level or anyone interested in learning more about the process of legally owning a firearm in NYC.

You must comply with the nyc laws within the 5 boroughs period. If you are state legal your shit better be LOCKED in a gun case if you are in the 5 boroughs.

ALBANY — A federal judge Tuesday upheld most of New York’s new gun-control law, rejecting arguments that its bans on large-capacity magazines and the sale of some semiautomatic rifles violate Second Amendment rights.

Judge William Skretny in Buffalo concluded those provisions are constitutional because they’re related to achieving an “important governmental interest” in public safety. Those two features make guns more lethal, he wrote, citing testimony submitted in the case.

The law “applies only to a subset of firearms with characteristics New York state has determined to be particularly dangerous and unnecessary for self-defense,” Skretny wrote. “It does not totally disarm New York’s citizens, and it does not meaningfully jeopardize their right to self-defense.”

Skretny upheld the ban on magazines that hold more than 10 bullets, but he struck down a restriction on gun owners loading more than seven bullets in legal 10-round magazines.

The law was adopted last January following the mass shooting at Sandy Hook Elementary School in Newtown, Conn., by a gunman police said used a semiautomatic rifle and 30-round magazines to kill 20 children and six adults.

“Of course, this is only one incident,” Skretny wrote. “But it is nonetheless illustrative. Studies and data support New York’s view that assault weapons are often used to devastating effect in mass shootings.”

He cited a study listing 62 mass shootings in the United States since 1982, involving the murders of four or more people, that concluded assault weapons, high-capacity magazines or both were used in more than half of them.

The New York affiliate of the National Rifle Association, sportsmen’s groups, firearms businesses and gun owners filed the lawsuit. They argued that said the new statute was unconstitutional, because it prohibits citizens from keeping commonly used firearms for home defense and other lawful purposes.

The law redefined an assault weapon as a semiautomatic rifle that can accept a detachable magazine and has one military-style feature such as a pistol grip or folding stock. That definition applies to popular AR-15s and several other rifles, pistols and shotguns, which can no longer be sold legally in New York. The law requires an estimated 1 million residents who bought one previously to register it by April 15.

The rifle association and Gov. Cuomo’s office did not comment. Cuomo’s staff wrote the law, which he pushed through the Legislature.

The NYPD has relented and granted a handgun permit to sexy Playboy Playmate Stephanie Adams, who had claimed the Police Departmentwas blocking her applicationbecause she was awarded a $1.2 million jury verdict against a cop.

Adams sashayed out of the John Jovino Gun Shop in Little Italy on Friday, the proud hot mama of a Desert Eagle, .50-caliber semiautomatic firearm.

Her next stop was 1 Police Plaza, where she registered the gun with the NYPD license division. Adams, 45, did not want to comment on the fight for her right to own a handgun permit, but insisted all is good between her and the NYPD.

The NYPD had shot down a gun permit application filed by ex-Playboy Playmate Stephanie Adams, citing her numerous domestic incidents "as both a complainant and a perpetrator," officials said.

“I am happy to move on and put the dramatic incident that occurred to me 10 years ago in my past,” she said.

Adams was referring to her lawsuit against a cabbie who falsely claimed she was armed with a gun and threatened to kill him after they argued, and against Sgt. John Rajan, who violently tackled her.

Rajan admitted at the trial that there was no way she could have been hiding a gun in her skintight clothes.


Last year after the NYPD denied Adams a permit to keep a handgun in her home and for target shooting, her lawyer Sanford Rubenstein suspected it might be retaliation for the suit.

“The granting of this license demonstrates that even if an individual is successful in an excessive-use-of-force case against the NYPD as Stephanie was, if you meet the requirements to get a gun license it will be granted," Rubenstein said.

The NYPD had cited a litany of reasons for rejecting the application.

In an initial disapproval letter from the commanding officer of the license division, Adams was told her application was rejected in part because of sexy photos on the internet showing her wearing a skimpy police uniform and holding a firearm with her “finger in a ‘nonsafe’ position in the trigger well.”

There was also the matter of some domestic incidents and an order of protection several years ago.

“Obviously, the pistol and license division didn’t like the finger-on-the-trigger issue,” said lawyer John Chambers, who guided Adams through the process of filing a new application.

“There were a couple of incidents in the remote past, and we dealt with all the other issues and said, ‘This is not the person of so many years ago.’ ”

Adams, who was Miss November 1992, once described herself as a “Playboy trapped in a Playmate’s body,” according to her website. She is married to a Manhattan chiropractor and has a 6-year-old son.

A Brooklyn Shomrim member Monday was charged with bribing cops with $6,000 in cash and other goodies to expedite gun permit requests, and three officers were transferred out of the licensing unit as part of the far reaching NYPD corruption probe.

Shaya "Alex" Lichtenstein, 44, was so cozy with cops in the License Division he'd spend nearly every day inside the office in police headquarters since 2014, according to the federal criminal complaint.

“He was no less than an arms dealer for the community," said federal prosecutor Kan Nawaday.

Before the arraignment, the NYPD announced that the License Division’s commanding officer, Deputy Inspector Michael Endall, 48, was transferred from the unit into an administrative position "pending further review."

The department also placed Sgt. David Villanueva, 42, and Officer Richard Ochetal, 36, on modified duty and moved them away from the unit, Police Commissioner Bill Bratton said in a statement.

Lichtenstein, who has his own gun permit, is a member of the Borough Park Shomrim, the Jewish volunteer patrol. He was arrested Sunday in his Pomona, N.Y. home.

He would charge members of the Orthodox community between $5,000 and $25,000 to expedite their gun permit requests, according to community sources.

The investigation began in April 2016 after he approached an unnamed officer in the unit and tried to bribe him, court records show.

The process typically takes at least a year and candidates with low level criminal offenses are almost always nixed.

The officer who Lichtenstein tried to bribe turned to the NYPD's Internal Affairs Bureau. That unit then launched an undercover sting with the feds.

They arranged a meeting in Borough Park where Lichtenstein allegedly patted down the officers, according to video from the gathering.

After one officer complained, Lichtenstein said he'd rather meet the man "in your underpants and your undershirt."

The undercover then said he was nervous about getting involved in the scheme.

In response, Lichtenstein pulled out a calculator and estimated the officer could earn $900,000 if he helped with an estimated 150 permits.

"I got so many licenses last year," Lichtenstein allegedly bragged.

He claimed all of his customers were eligible applicants and that he was merely asking the officers to speed up the process, the complaint shows.

But a review of his cases showed one applicant who was approved for gun permit in 2013 had a long criminal history, prosecutors said.

The unnamed full carry license holder had been arrested for forgery and was the subject of at least four domestic violence complaints, "including one in which he was accused of threating to kill someone," the complaint said. The person also had 10 moving violations and three vehicle-related summonses.

Lichtenstein was released on a $500,000 personal recognizance bond. He faces up to 10 years in prison if convicted of the most serious charge.

His lawyer, Richard Finkle, argued in court that his client was a "family man and a community minded man who's charged with bribery."

Lichenstein, whose family and friends packed the courtroom Monday, has deep ties to the community, and was a "fundraiser and fund-contributor" to various organizations, Finkle added.

Magistrate Judge Henry Pitman disagreed with prosecutors' portrayal of him as an "arms dealer," calling it somewhat "hyperbolic." He also seemed to think that his deep community ties minimized his risk of flight.

The arrest is tied to an ongoing federal probe that involves top police brass taking gifts in return for favors.

"This case was developed as part of a long-term joint investigation by the NYPD's Internal Affairs Bureau, the Federal Bureau of Investigation, and the United States Attorney's Office," Bratton said.
"As we have previously stated, this investigation will continue to go where the leads take us."

A crooked gun broker secretly made thousands of recordings of conversations with corrupt NYPD cops, federal prosecutors said Wednesday.

The revelation likely will send shock waves through the department.

In a letter filed in Manhattan Federal Court, prosecutors said Alex (Shaya) Lichtenstein secretly recorded some 70,000 conversations, including many with cops.

In November, Lichtenstein pleaded guilty to bribing NYPD officers to obtain pistol licenses.

Lichtenstein saved the conversations to an e-mail account, “many of them contemporaneous memorialization of dealings of questionable legality with members of the NYPD,” according to the letter written by Assistant U.S. Attorney Martin Bell.

“During our initial review of those recordings, we learned that some of these calls implicated at least one of the defendants in this case.”

The feds said they also got “material” from the phones of Jeremy Reichberg, a Brooklyn businessman who is accused of doling out gifts to senior cops, including trips to the Super Bowl, Brazil and China, sources said.

That material was not described in any more specifics.

“I had a good and friendly relationship with New York City police officers. During these years, I gave police officers in the Licensing Division things of value, including money, knowing that by giving them those things, the officers would do me favors, including expediting gun license applications,” Lichtenstein, 45, said.

Sgt. David Villanueva is accused of accepting gifts in exchange for helping speed up weapons permits.

Police Officer Richard Ochetal, formerly of the gun licensing unit, pleaded guilty to charges relating to the probe — and is cooperating with cops, the feds said in June.

Deputy Chief Michael Harrington and Deputy Inspector James Grant were also arrested for allegedly acting as "cops on call" for Reichberg and another wealthy de Blasio donor, Jona Rechnitz.

You apply for a New York State CCW and that will cover all counties, cities, and jurisdictions within the state including New York City.

New York City gun law cannot trump State law.
