The NYPD’s highest-ranking uniformed officer abruptly resigned late Friday night after The Post uncovered explosive allegations that he demanded sexual favors from a subordinate in exchange for massive amounts of overtime.
Chief of Department Jeffrey Maddrey stepped down soon after The Post contacted the NYPD about Lt. Quathisha Epps’ claims in an exclusive interview that he routinely preyed upon her, asking for sex in NYPD headquarters.
“He wanted to have anal sex, vaginal sex, oral sex,” Epps said. “He was always asking me to kiss his penis.”
Maddrey,a close friend of Mayor Adams, will be replaced on an interim basis by Chief of Patrol John Chell, the NYPD said.

“Police Commissioner Jessica S. Tisch accepted the resignation of Chief of Department Jeffrey Maddrey Friday night, effective immediately,” said a department spokesperson. “The NYPD takes all allegations of sexual misconduct seriously, and will thoroughly investigate this matter.”
Epps recently made headlines as the NYPD’s top earner, pulling in a whopping $400,000 — including roughly $204,000 in overtime alone last year for her administrative job in Maddrey’s office, payroll records show.
Epps and her lawyer Eric Sanders said they planned to file a notice of claim with the city comptroller’s office Saturday, outlining the scandalous allegations.


Epps, 51, worked for Maddrey as he moved up in the NYPD from Chief of Housing to Chief of Patrol, but said his sexual demands didn’t start until June 2023 when he landed as Chief of Department, the city’s top uniformed cop.
The married Maddrey allegedly first demanded sex from her in his 13th-floor office at One Police Plaza.
Maddrey was allegedly sitting at his desk with his uniform pants open and wearing a white undershirt while rubbing his chest when he first propositioned her, the unmarried mother of three said.

“He said he dreamed about f–king me in my a–,” Epps alleged. “I said, ‘But Chief, you’re the Chief of Department.’ He rubbed his chest. . . . His work pants were open. He was like but ‘I’m still a n—-r and you look good.”
Then he asked her to go to the back room in his office, where he has a couch and bathroom, she said.
“He bent me over the arm of the couch and when I tried to back away but he was telling me ‘Just let me put it in a little bit,’” she recalled, breaking down in sobs.
Next, he reached into a locker near the couch and pulled out a jar of K-Y Jelly from a top shelf in the back, she said. He rubbed it on himself, she claimed.
“He inserted himself, and he kept forcing it and forcing it,” she recalled. “And I kept asking him, ‘Can you please stop? Then I stopped asking him to stop, and I asked him to just slow down. ‘Can you please just slow down? You’re hurting me! You’re hurting me! ‘ ”
“‘I’m not trying to hurt you, baby. I’m not trying to hurt you,'” he said in a soft voice, she recalled.
The two had sexual intercourse about 10 times after that, she claimed.
Maddrey began being generous with overtime a couple years earlier, she said, when he was chief of patrol and she told him of financial problems.

“I told him I was about to lose my home,” she said, referencing a foreclosure. “He told me I could do whatever overtime I needed. He told me I was like his sister.”
But he would have her do things outside her job at headquarters, including helping his “girlfriend” – another cop under his direction, Epps claimed.
“Part of the overtime was to take care of his girlfriend,” she said. “He would have me go apartment hunting with her.”
Maddrey would also have her buy things, like household items for the other woman, she said.
She claimed Maddrey would frequently text Epps a single phrase, “DAP” — meaning, “dat ain’t p—-y.”
It meant he expected anal sex, Epps said. Maddrey would also come into her office and “ask me to kiss it,” she said, meaning his genitalia.
Maddrey, who has a law degree and pulled down $292,070 in salary last fiscal year, would allegedly tell Epps he had “a wish and a command,” and that she would have to do what he said, she claimed.
“He’d say ‘Strip for me right now,’” when she was in her office, she recalled.

She once paid for a vacation to Miami for Maddrey and his wife, Epps claims.
“There was a trip that I paid for, for $2,700,” she recalled. “He said make it look like a gift. He has a whole script of what to say [to his wife].”
Epps said she also has an apartment on the Lower East Side that he asked her to give to his girlfriend. The home was in her children’s name.
Epps said she wanted to get away from Maddrey but was scared nobody would believe her.
“I think he’s a predator,” Epps said. “He’d say, ‘We’re going to save your house.’ Like he’s rescuing me. When he’s really just f—ing me.”
When she started to try to get away from Maddrey recently, Epps was outed on a list of high overtime earners in retaliation, Sanders said.
Epps was suspended for 30 days and is being investigated over the excessive overtime, police sources said.
Maddrey has been accused of sexual misconduct in the past.
Former Police Officer Tabitha Foster filed an unsuccessful 2016 civil suit alleging he took advantage of her by exchanging sex for job perks. A judge threw the case out and cleared Maddrey. Foster also accused Maddrey of hitting her.
Maddrey denied Epps’ allegations.
“What a convenient time to accuse somebody of misconduct after she’s caught stealing time,” said Maddrey attorney, Lambros Lambrou. “She’s obviously drowning and in the deep end of the pool without a lifesaver. She wants to take down as many people as she can. This is completely meritless, and we deny every aspect of it.”

An NYPD lieutenant alleged in harrowing detail how the department’s hulking top cop preyed on her financial and emotional vulnerabilities to repeatedly sexually demean her in his Police Headquarters office, according to a new complaint.
Lt. Quathisha Epps was facing foreclosure and desperate to keep her home the first time Chief of Department Jeffrey Maddrey asked for sex, she claimed in an exclusive interview.

Maddrey strongly denies Epps’ claims.
In one painful session, he bent her over a sofa in his 13th-floor office, she claimed to The Post, sobbing.


“I kept asking him, ‘Can you please stop?’ Then I stopped asking him to stop.
“‘Can you please just slow down? You’re hurting me! You’re hurting me!’ ” she alleged.
Epps, 51, recently made headlines for being the NYPD’s top earner at $400,000, which included more than $200,000 in overtime.
The chief, the highest ranking uniformed cop on the force, demanded “unwanted sexual favors in exchange for overtime opportunities,” between June 2023 and Dec. 16, 2024, according to an Equal Opportunity Employment discrimination claim filed against the city Saturday.
She alleged Maddrey also used what he knew about her past as an incest survivor to take advantage of her, according to the complaint.
“I think he’s a predator,” Epps said.
“He’d say, ‘We’re going to save your house’ like you’re supporting me when you’re really just f—ing me.”
When he wasn’t demanding sex, he was forcing Epps to do odd favors involving other female officers, according to the complaint filed by her lawyer, Eric Sanders.

The EEOC document is a precursor to a lawsuit.
Maddrey ordered Epps to keep two mistresses apart because “he didn’t want them to know about each other,” Epps claimed.
Epps worked as an administrator for Maddrey as he moved up in the NYPD from chief of housing to chief of patrol, but his alleged sexual demands didn’t start until June 2023 when he became chief of department, responsible for the entire 36,000-member force, Epps alleged in the complaint.

That’s when she claims she confided in him that she was facing bankruptcy and foreclosure.
“He told me I could do whatever overtime I needed,” she recalled.

But Epps said the favors he demanded were anything but familial.

Epps, who claims she was raped by a relative starting when she was 4, said she was afraid to tell anyone about Maddrey.
“Who was I going to tell?” she said.
“Who would believe me?”
The last alleged sexual encounter occurred on Monday, after Epps went to Maddrey and said she wanted to retire following the Post expose of her excessive overtime, according to the complaint.
Maddrey told her he would speak to Police Commissioner Jessica Tisch on her behalf — but first demanded that she “kiss it,” meaning his penis, according to the EEOC document.
Epps, who felt she had no choice, “complied under coercion,” the complaint stated.

She filed for retirement immediately after, “marking the culmination of the severe emotional and professional harm inflicted upon her by Chief Maddrey’s abuse of power.”
The department then suspended Epps and opened an investigation into her.

“The police commissioner is doing a full review of all personnel, but she’s also doing a full review of this issue, and it would just be inappropriate for me to go into the detail of these allegations, but it’s currently under review,” the Mayor told reporters Saturday at an unrelated event in Brownsville, Brooklyn.
“I have a great deal of faith and the city has a great deal of faith in Police Commissioner Tisch, she’s conducting her review internally, and we’ll make the determination on how we’re moving forward with these allegations.”

“I think that he resigned, and that resignation was handed in immediately, and anything that’s going on further with the resignation, that should go through his council, and the police commissioner for observation,” Adams said Saturday.
The mayor walked away without saying anything further when asked if Maddrey’s resignation was an admission of guilt.

Chief of Department Jeffrey Maddrey, who held the highest uniformed rank on the force, stepped down abruptly after The Post uncovered explosive allegations that he regularly preyed upon Lt. Quathisha Epps, demanding sex from the mother of three at NYPD headquarters.

Manhattan District Attorney Alvin Bragg announced his office is investigating Epps’ allegations against Maddrey, and federal authorities have also opened a probe, according to NBC.


“These are extremely serious and disturbing claims that allegedly occurred at NYPD headquarters in Manhattan,” the spokesman for District Attorney Alvin Bragg said. “We are investigating.”
Maddrey joined the NYPD in 1991 and rose through the ranks quickly, becoming commander of Patrol Borough Brooklyn North in 2015.
During his time on the force, he became close with Adams, both of whom were members of the NYPD Guardians Association, a black fraternal organization that met at the South Oxford Tennis Club in Clinton Hill, Brooklyn.
After Adams was elected, Maddrey boasted to colleagues he was certain his longtime friend would give him the prestigious chief of patrol post which governs all of the the NYPD’s borough commands.
Despite initially being assigned chief of housing, Maddrey quickly ascended to chief of patrol by May 2022, before being promoted in November to chief of department, responsible for managing the entire 36,000-officer force’s day-to-day operations.
But the hulking Maddrey left plenty of damage behind as he climbed the ladder.

He has been hit with myriad lawsuits and disciplinary investigations, including accusations of sexual abuse and harassment by at least three subordinates in the NYPD.
“It’s shocking,” said a retired NYPD chief who asked to remain anonymous. “How did [Maddrey] get away with what he did years ago?”
A black detective who recently retired ripped Maddrey for undermining the work of minorities on the force.
“We were making such great strides in bringing crime back down to normal,” he said. “All people are going to remember now is that one of the highest ranking members of the police department is a horndog.”

The four-star chief also came under fire for voiding the arrest of a retired cop in November 2021, after the former officer allegedly chased and flashed a gun at three young boys in Brownsville, Brooklyn, after they dinged a security camera at a real estate office the cop’s family owned with a basketball.

Manhattan DA’s office opens investigation into ex-top NYPD uniformed cop Jeffrey Maddrey sex for overtime allegations​

The Manhattan District Attorney’s Office is investigating sex for overtime allegations made against the NYPD’s top uniformed cop, an spokesman said Saturday.
The probe into now former Chief of Department Jeffrey Maddrey was launched after The Post revealed explosive allegations from a subordinate who claimed Maddrey had sex with her in exchange for massive amounts of overtime.

Maddrey resigned Friday night after inquiries from The Post about claims from Lt. Quathisha Epps.


“These are extremely serious and disturbing claims that allegedly occurred at NYPD headquarters in Manhattan,” the spokesman for District Attorney Alvin Bragg said. “We are investigating.”
Epps told The Post in an exclusive interview that Maddrey would have sex with her in his 13th-floor office at One Police Plaza.
Maddrey propositioned her after she revealed she was in financial distress, Epps claimed in a tear-filled interview.


He demanded“to have anal sex, vaginal sex, oral sex. He was always asking me to kiss his penis,” she alleged.
Maddrey, who denied the accusations, resigned on the spot after inquiries from The Post.
Mayor Adams called the allegations “extremely concerning and alarming,” and the NYPD pledged an investigation of its own.

Epps made headlines recently for turning up as the NYPD’s highest paid employee while working an administrative job in Maddrey’s office. She made more than $400,000 last year, including about $200,000 in overtime, payroll records show.

He was replaced by retired FBI official Thomas Donlon, a Mayor Adams crony who exited a month later after well-publicized run-ins with other brass.


Deputy Mayor of Public Safety Philip Banks, another close pal of Mayor Adams who previously served as the NYPD’s chief of department, also stepped down in October amid yet another federal probe.
More of the Police Plaza leadership vanished Friday night, when the force’s highest-ranking uniformed officer, Chief of Department Jeffrey Maddrey, abruptly resigned when faced with Post revelations he was being accused of sexually harassing a female underling.
Police Commissioner Jessica Tisch, now at the helm, and is trying to clean up the mess.
She recently pulled 500 officers who had been “improperly transferred” from permanent posts back to regular assignments, an internal memo shows.

The “telephone message transfers” are favors done by bosses to move cops to precincts they desire.
Last week, Deputy Commissioner for Public Information Tarik Shepard was transferred out of his post.
Since then, Tisch has moved about a dozen more people out of the public information office, police sources said.

NYPD’s former top cop Jeffrey Maddrey’s years-long sexual abuse was an ‘open secret, sources say: ‘So many more of us’​

Former NYPD Chief of Department Jeffrey Maddrey’s alleged years-long sexual abuse and exploitation of women on the force was an “open secret,” according to police sources and accusers.
The sex scandal rocking One Police Plaza busted open Saturday, when The Post revealed salacious allegations from Lt. Quatisha Epps, 51, who accused Maddrey, 53, in a formal complaint of forcing her into a sexual relationship in exchange for staggering overtime windfalls.
At least two other department women have accused Maddrey of wrongdoing.

“He’s a predator,” a police source, who works at the NYPD headquarters, told The Post of Maddrey. “It’s an open secret. Everyone knows who he is.”



Maddrey abruptly resigned before Epps’ allegations were made public. He has denied all claims against him.


Ex-Police Officer Tabitha Foster

In 2016, former NYPD officer Tabitha Foster, 49, alleged in a federal lawsuit that Maddrey dragged her into a years-long affair that began while she was pregnant and he was her supervisor at the 75th Precinct in East New York. It descended into physical and mental abuse, she claimed in court documents.
Foster, who said she suffered from PTSD stemming from abuse when she was a child, claimed Maddrey used “knowledge of her martial problems and the traumas she suffered as a child” to take advantage of her, according to court docs. The charges are similar to the emotional manipulation Epps said she faced.

At one point, Maddrey even said, “crazy p—y is the best p—y,” according to Foster’s suit.
In December 2015, when the pair met at a Queens park, Maddrey beat her and shoved her to the ground, prompting her to pull a gun on him, she claimed in the litigation. After snatching the gun from her, Maddrey allegedly choked her before dismantling the firearm, according to court documents.
Foster went public with the affair soon after, accusing Maddrey on Facebook of “chasing pregnant married girls around the department,” prompting an Internal Affairs investigation.
Maddrey was ultimately disciplined internally for failing to alert a patrol supervisor that Foster pulled a firearm on him, with 45 vacation days docked. A Brooklyn federal judge dismissed Foster’s case in 2019 at her request following “irreconcilable differences” between the former cop and her attorney, according to court records. She refiled the case in Manhattan Supreme Court that year, but the case was tossed in November.

Just days before Maddrey’s Friday night resignation, NYPD Capt. Gabrielle Walls sought a judge’s okay to add Maddrey as a defendant in a sexual harassment suit she filed in July against another NYPD chief, according to court records.
“I prayed for this day every single day,” Walls, 53, told The Post Saturday, adding she felt “vindicated” by the news of Maddrey’s departure.
“There’s so many more of us that’s out there that hopefully will come forward.”
Between 2015 and 2022, Maddrey repeatedly harassed Walls, including drunkenly trying to kiss her at parties and police functions and stopping by her command at the 88th Precinct, she claimed in court records.

“He basically kissed me at the parties and he would make the comments, ‘I want you so bad, you smell so good,’” she told The Post.
When Maddrey would stop by the stationhouse, where Walls, then a lieutenant, was assigned, she would hide from the alleged predator, according to the court docs.
“I had to hide in my office and turn off the light and close the door,” she said.
After she filed her suit, the 24-year NYPD veteran was transferred from her command in the 79th Precinct to the 114th Precinct in Queens, she and her lawyer, John Scola, said, which they alleged was retaliation.
Maddrey’s attorney has not filed a response in court to the pending litigation.
Unnamed detective
Epps alleged Maddrey ordered her to “take care” of another officer in the chief of department’s office.
Epps had to help the female detective specialist with apartment hunting, during which she billed for overtime, the lieutenant said.
Maddrey also ordered Epps to splurge on household items and other goods for the cop, she claimed. The detective pulled down more than $150,000 in fiscal year 2024, according to the SeeThroughNY database.
Maddrey went so far as to instruct Epps to hand over to the detective, whose name The Post is withholding, the keys to a third-floor NYCHA apartment on Eldridge Street where the lieutenant once lived and later was occupied by other family members, Epps said.
A neighbor said the detective moved into Epps’ old apartment in October and had seen Maddrey in the building on several occasions.
A man at the building Saturday confirmed the detective lives there. The detective did not answer the apartment door.
Unidentified detective
Maddrey had an “inappropriate sexual relationship” with another woman in is office, Epps alleged in the EEOC complaint. The unidentified woman made north of $300,000 last year, according to records.
