It's not necessarily "difficult". It's just that while you get aroused, your body is working hard to protect the sperm from contamination, so there's a temporary closure of where the urine usually comes from. This is basically a way to avoid the sperm from being killed or contaminated due to the nature of urine. So that would explain why you'd feel uneasy when you first try to pee after sex or masturbation.
