I doubt anything will change because of this racist massacre since this is America after all. But if anything did change, I definitely see the focus being put on video games or some other nonsense rather than on guns where it belongs.
In other countries, tragedies like these are singular, momentous, policy-changing events. The country comes together to make sure they can never happen again -- for example the Port Arthur Massacre in Australia, Christchurch in NZ, and the 2011 Norway massacre.
Here the shit happens every month and becomes a political football. No one takes ownership of it and nothing changes. The countdown to the next shooting begins and everyone continues on like nothing happened.
As for an armed citizenry, I'm for using lethal force to protect life but I doubt it would've made a difference in this case. This demon took on someone who was armed and had more experience than he had with guns and killed the man without getting a scratch on him.
A lot of the people who were killed were elderly whose reflexes are much slower than the shooters and it was a surprise attack. They really didn't have much of chance even if they were armed.
