Quavo has a history of losing his temper and getting into fights. He really would have hurt someone if it was physical only. Obviously his family, friends and/or team had a talk with him about that and in this moment he behaved like the mature adult and tried to leave the situation. He and Takeoff were in the middle of promoting their album, he had more to lose than gain in this situation as getting into a physical altercation would have garnered negative publicity. Negative publicity would have jeopardized the sponsorship that they have.
If anything the person whom reacted in anger over words is someone who is extremely emotional. Firing a gun was a major overreaction. And on top of that this person shot people who were 1000% innocent. Literal bystanders.

Rappers want to give you $500 a day for an armed escort and you have no idea what issues they have in the streets. $500 a day ain't worth all the insurance liability if someone gets shot.
