He would have had to be a previous criminal and have his DNA in the system of law enforcement AND you would have to know his name!

Since they don't know his name they are sitting on the DNA.

If his DNA isn't in the system, they need to catch him and then compare the DNA samples.

Fingerprints might be a different story. Those can be electronically traced.

Right 5 blocks is nothing and once you go the park it can be very woodsy
