If non compliance of an officer equates shooting an unarmed person, then I have seen plenty of people run away from cops, resist arrest and they weren't killed. They set him up by their commands. Telling him to follow certain commands that would corroborate their story that he reached into the car for something that would prompt them to make a judgement call to kill him. They walked him right into it.
Then tasered him and shot him on the ground dead.

I feel like they think of they kill enough of us, that people will become numb to hearing about it. Like any other type of violence or crime, over enough time people will stop making a news story out of it and just start seeing it as a sad but inevitable part of life.
And what scares me even more than that is that is exactly what seems like is happening. The news barely (if at all) covers these stories anymore. The only place I'm hearing about these killings is on BGOL.
