The technicians, who were working on a Slovak air base until late 2022, had access to the jets and appear to have damaged some parts ahead of delivery to Kyiv.

Slovak Defense Minister Jaroslav Nad said the jets "were able to fly, but that doesn't mean they were also capable of combat," according to The Kyiv Independent.

Nad added that the defects in the jets "appeared only in those parts accessed by Russians."

The technicians were hired on a long-term contract to handle major repairs of the Soviet-era jets, the Kyiv Independent noted.

Nad added that Ukraine has the resources to fix the defects and get the jets fully operational.

"They have pilots, spare parts, and a company that has worked on MiGs since the Soviet times," he said.

Weeks ago, Slovakia and Poland pledged to send Ukraine fleets of MiG-29 fighter jets. The two NATO members promised the additional airpower would help Kyiv as it fights Russia's unprovoked war that has stretched longer than a year.

The Soviet-designed jets aren't much different than Ukraine's own MiG-29s, and some are reportedly only useful for spare parts.

Ukrainian officials have pushed Western countries for more modern jets such as F-16s.

The Biden administration has repeatedly said the US isn't planning to provide fighter jets.

Russian soldiers calling a Ukrainian hotline that allows them to surrender are also offering to hand over equipment and heavy armored vehicles, a Ukrainian official said.

The telephone line is part of a project called "I Want to Live," allowing Russian soldiers to arrange to give themselves up rather than fight.

The hotline tells callers they will receive treatment under the terms of the Geneva Convention, which guarantees meals, phone calls home, and medical care.

Launched last year, officials claim to receive thousands of calls per month — with record numbers coming in throughout March, spokesperson Vitaliy Matvienko told Ukrainian TV, according to The New Voice of Ukraine.

He attributed the rise to fears over a counter-offensive expected from Ukraine this Spring, the outlet reported.

"In March, we essentially broke a record – more than 3,000 appeals, which is twice as many [per month] as in 2022," Matvienko told Ukrainian TV, per the outlet.

"In October and December 2022, on average, we recorded 1,400-1,500 requests per month," he reportedly added. "In January to March 2023, the number increased to 2,500."

Insider was unable to independently verify the claims.

Matvienko said that calls are coming in from across the front line to surrender both fighters and equipment.

He added that "interesting" Russian heavy armored vehicles are already being used by Ukrainian soldiers on the battlefield, according to the outlet.

By Ukraine's account, the surrender hotline has been a major success since its launch in September 2022, just ahead of President Vladimir Putin's mass mobilization of reservists — a deeply unpopular move in Russia.

By mid-November, the hotline and its related Telegram channel were believed to have received more than 3,500 appeals in total.

Throughout a grueling Spring campaign, Russia has barely managed to inch forward on the front line, with thousands of troops perishing at grimly-held hotspots such as the eastern city of Bakhmut.

Western officials estimated in March that up to 30,000 Russian soldiers had died trying to take the city — dying at five times the rate of Ukrainians, one anonymous NATO official told CNN. UK intelligence reported on Friday that after months of battle, Russian soldiers have "highly likely" advanced to the center of the city.

In an expansion of the "I Want to Live" project in December, an instructional video was released telling would-be captives how to surrender not only directly to soldiers, but also to a drone.

There are nonetheless some reports of both Russian and Ukrainian mistreatment of prisoners of war. Following a UNHCR report last November, Ukraine launched a criminal investigation into the allegations. Russia, however, did not cooperate with the probe.

Russia or pro-Russian elements are likely behind the leak of several classified U.S. military documents posted on social media that offer a partial, month-old snapshot of the war in Ukraine, three U.S. officials told Reuters on Friday.

The documents appear to have been altered to lower the number of casualties suffered by Russian forces, the U.S. officials said, adding their assessments were informal and separate from an investigation into the leak itself.

The U.S. officials spoke on condition of anonymity given the sensitivity of the matter and declined to discuss the documents in any detail.

The Kremlin and Russia's embassy in Washington did not immediately respond to requests for comment.

Later on Friday, an additional batch of classified documents appearing to detail U.S. national security secrets pertaining to areas including Ukraine, the Middle East and China surfaced on social media, the New York Times reported.

The Pentagon has declined to comment on the authenticity of the documents. The initial batch circulated on sites including Twitter and Telegram, dated March 1 and bearing markings showing them classified as "Secret" and "Top Secret."

Reuters was not able to verify the authenticity of the documents.

A leak of such sensitive documents is highly unusual and would automatically trigger an investigation.

"We are aware of the reports of social media posts and the Department (of Defense) is reviewing the matter," Pentagon spokesperson Sabrina Singh said.

In a statement, a CIA spokesperson said that the agency is also aware of the posts and is looking into the claims.

One document posted on social media said 16,000 to 17,500 Russian forces had been killed since Russia's Feb. 24, 2022, invasion of Ukraine.

The United States believes the actual figure is much higher, at around 200,000 Russians killed and wounded, officials have said.

Ukrainian forces repelled Russia's initial advance on Kyiv early in 2022, and the conflict, which Moscow calls a "special military operation," has become one of grinding trench warfare in the east and south.

Speculation has been mounting about what offensives Kyiv and Moscow might attempt in the war's second year. The leaked documents did not appear to offer any specific insight into Kyiv's war plans.

A Ukrainian presidential official said on Friday that the leak contained a "very large amount of fictitious information" and looked like a Russian disinformation operation to sow doubts about Ukraine's planned counter-offensive.

"These are just standard elements of operational games by Russian intelligence. And nothing more," Mykhailo Podolyak said in a written statement.
