From all accounts that section of the river where the crash occurred isn't that deep. I think the difficult part is the weather and the temperature of the river. That's why they're confident they'll eventually get it.

And Black Boxes are always located in the tail section near the rudder. That part of the aircraft always survives crashes cuz the engines are not there and the fuel tanks and other flammable liquids are not back there.

boom. the fault was the helicopter pilot. go see any pilot's review on YouTube and they have no complaints to the tower. unless there are crazy conditions, when the tower ask if you want a visual landing or ascent, and you say yes, the responsibility goes to the pilot. you can say no or request vectors if you don't or unsure.
military is the entity to sue. politics, as usual, is a distraction and 90% here are too dumb and join along, without benefitting from it.
I find it hard to believe that a seasoned, military helicopter pilot could not tell the difference between a commercial jet landing and one that is taking off. Descension vs Ascension.
