It's being done on purpose. High income states are mostly blue states and states that did not vote for Trump. The lower income states are mostly red states and states that voted for him. 1200 is pretty good for those folks.

I found out that because I grossed over 75k this year, I'm only going to be getting 700. if i had waited to file, they would have used my 2018 income when i made under 75k...i know everyone on BGOL are millionaires anyway, but for the one or two of your out there that dont make 100k yet...be advised...here's a vid that explains it

Mnuchin says Social Security recipients will automatically get coronavirus checks

The Treasury Department said late Wednesday that Social Security recipients who typically don't file tax returns will automatically receive their coronavirus relief checks and will not have to file tax returns to receive their payments. :money:

The announcement comes two days after the IRS released guidance that suggested Social Security beneficiaries would need to file what are known as simple tax returns to receive the money.

“Social Security recipients who are not typically required to file a tax return need to take no action, and will receive their payment directly to their bank account,” Treasury Secretary Steven Mnuchin said in a statement Wednesday night.

The coronavirus relief measure President Trump signed into law on Friday provides one-time payments to individuals, with up to $1,200 per adult and $500 per child.

The law states that in cases where taxpayers didn't file a tax return in 2018 or 2019, the IRS can look at information in Social Security and railroad retirement benefit statements to get people their payments.

But the IRS released a question-and-answer document on Monday saying that "some seniors and others who typically do not file returns will need to submit a simple tax return to receive the stimulus payment."

Lawmakers, tax policy experts and advocates for retirees were upset with the IRS guidance, arguing that requiring seniors to file tax returns to get their payments would be burdensome. A number of lawmakers wrote letters to the Trump administration urging officials to allow seniors to automatically receive their payments.

Treasury on Wednesday said the IRS will look at Social Security and railroad retirement benefit statements to get recipients their payments and that Social Security beneficiaries will receive their payments via direct deposit or a paper check by mail, as they would regularly receive their retirement benefits.

The IRS said in an updated version of its question-and-answer document that Social Security and railroad retirement benefit recipients would receive payments at this time of $1,200, since the IRS would not have any information about whether or not these people have dependents.

WASHINGTON – Facing stiff criticism, the Treasury Department abruptly changed course late Wednesday and announced that Social Security beneficiaries and other Americans who haven’t filed income taxes for the past two years won’t have to take any extra steps to receive one-time checks of up to $1,200 under a new economic recovery program.
“Social Security recipients who are not typically required to file a tax return need to take no action and will receive their payment directly to their bank account,” Treasury Secretary Steven Mnuchin said in a statement.
Most Americans won’t have to do anything to receive a payment under the $2.2 trillion program designed to help the economy recover from the fallout of the coronavirus pandemic. The checks will be sent automatically within the next three weeks to eligible Americans who filed tax returns in 2018 and 2019.
But the Internal Revenue Service posted a notice on its website earlier this week saying people who typically don’t file taxes would need to file a simple tax return to receive one of the payments. That would have included low-income taxpayers, senior citizens, Social Security recipients, some veterans and individuals with disabilities who are otherwise not required to file a tax return.

Wednesday's announcement reverses that decision. Mnuchin said the IRS will now use Social Security data to generate payments to Social Security recipients who did not file tax returns in 2018 or 2019. Recipients will receive these payments as a direct deposit or by paper check, just as they would normally receive their benefits, he said.

The Treasury Department has the authority under the economic recovery program, which President Donald Trump signed into law last week, to ask the Social Security Administration and other agencies to supply the data it needs to process the checks.

The downside, Pomerleau said, “is that you are shifting part of the burden on people by requiring them to do something to get their rebate.”

The filing requirement raised objections from some lawmakers. Forty-one senators sent a letter Wednesday to Mnuchin arguing that the requirement would place “a significant burden” on retired seniors and people with disabilities.
“We strongly urge you to ensure that economic stimulus payments are automatically sent to vulnerable seniors and individuals who experience disabilities, without these individuals needing to file a tax return,” the letter said.
The IRS said it is setting up a web-based portal at IRS.gov/coronavirus to provide more information on how to file a 2019 tax return and receive a payment.
How your stimulus check is calculated
If you've already filed your 2019 taxes, the IRS will use those returns to determine your payment. If not, your 2018 returns will be used to calculate your check.
Individuals with an adjusted gross income of $75,000 or less will be eligible for a one-time payment of up to $1,200 ($2,400 for joint tax returns) and $500 for each qualifying child. Those with little or no tax liability also will get $1,200 ($2,400 for joint returns).
The payments will start to phase out for Americans who earn more than $75,000, or $150,000 for a joint return. The amount you receive will be decreased by 5% of the amount your income exceeds $75,000. For example, a single person with an $85,000 salary would get $700 after subtracting 5% of $10,000, or $500.
The payments will phase out completely for single filers with incomes exceeding $99,000, $136,500 for head of household filers with one child, and $198,000 for joint filers with no children.

How will the money be provided?
Americans who already have provided the IRS with their bank account information will receive the money as a direct deposit. Those who haven’t will receive a check in the mail, although experts warn the wait for physical checks could take longer than three weeks. Those who want a direct deposit but haven’t provided their bank account information can do so through the IRS’s new online portal.
While the web portal will make it easier to provide that information and get answers to other questions, “lack of web access – or a lack of knowledge even if one has the internet – is going to be a bigger challenge for low-income individuals,” said Garrett Watson, an economist at the Tax Foundation, a Washington-based think tank. “The IRS should explore ways to get to those individuals outside of a digital platform.”
Tax preparation services – both commercial and non-profit – should be able to help individuals update their information if they don’t have web access, he said.
Meanwhile, online payment services such as Venmo have been in discussions with Treasury officials about helping to distribute the checks to consumers.

Justin Higgs, spokesman for Venmo owner PayPal, confirmed that talks are underway but declined to provide more information.
Jodie Kelley, chief executive officer of the Electronic Transactions Association, said the industry has offered its assistance to Treasury “to quickly and securely deliver stimulus money to American consumers.”
“Electronic payments can deliver these funds far more quickly than the time it takes to print, mail and cash a check,” she said. “It's also an important delivery method for the over 14 million Americans who do not have bank accounts, and thus do not have a ready way to cash a check.”
Watson said the IRS and Treasury will need to take steps to ensure taxpayer privacy is preserved in any partnership with online payment services.

Washington (CNN)The US government is preparing to send out direct payments to help individuals amid the coronavirus pandemic, but those who need the money most may be waiting the longest to see it.
The first payments could go out within three weeks, and will likely go to those for whom the Internal Revenue Service already has direct deposit information on file.
It's unclear how long it will take to get the money to everyone else -- but experts say it could take weeks or even months.
Previous stimulus payments in 2001 and 2008 have been delivered by both direct deposit and checks in the mail, but mobile payment services like Venmo want to play a role this time. Treasury Secretary Steven Mnuchin said on Sunday that there will be a web-based app for those whose information is not on file to register their payment details.


How much will I receive from the stimulus bill?
The IRS will use your 2019 tax return, if you've already filed it, or your 2018 return to calculate the amount of your payment. The payments would not be subject to tax, and those who owe back taxes will still get the payouts.
Individuals are due up to $1,200 and couples will receive up to $2,400 -- plus $500 per child. But payments start phasing out for individuals with adjusted gross incomes of more than $75,000. The amount will then be reduced by $5 for every additional $100 of adjusted gross income, and those making more than $99,000 will not receive anything. The income thresholds would be doubled for couples.
Here's what we know so far about how it will work:
Direct deposits will go out automatically
The IRS says that payments will go out automatically to those who authorized a direct deposit for their refunds on either their 2019 or 2018 tax return. The money will be deposited directly into the same banking account and the taxpayer doesn't have to take any action to receive it.
That should cover a lot of people. Last year, about 92 million people received refunds via direct deposit. That represents about 82% of people who received refunds and nearly 60% of all tax filers.
"I think it's reasonable to think those payments can be made in three weeks," said Nicole Kaeding, an economist with the National Taxpayers Union Foundation.
Who will have to take action?
For those who haven't filed a return for either 2019 or 2018, the IRS urges them to do so quickly.

Even those who don't normally need to file a tax return may have to in order to receive their payment. That includes individuals who earned less than $12,200 in 2019 and couples who earned less than $24,400, as well as some seniors. The IRS said it will soon provide further guidance here for those people about how to file a return.
Language on tax forms can be unclear, especially for someone who hasn't filed a return in a while. Usually, the IRS has in-person taxpayer assistance centers located across the country -- but they have all been shut down due to the pandemic.
"An area of big concern is how much administrative burden we're putting on individuals to get these payments. We should be limiting it as much as possible," said Kyle Pomerleau, a resident fellow at the American Enterprise Institute, where he studies federal tax policy.
Social Security recipients will automatically receive stimulus pay
The Treasury Department, clearing up confusion, said Wednesday that Social Security recipients will not have to file a tax return in order to receive the economic stimulus payments the government is preparing to send out.
It was unclear in earlier guidance whether Social Security recipients who don't normally need to file taxes would have to in order to receive the money. But, those beneficiaries will automatically receive the money, and the IRS will use the information that the Social Security Administration has on file.
"Social Security recipients who are not typically required to file a tax return need to take no action, and will receive their payment directly to their bank account," Treasury Secretary Steven Mnuchin said in a statement.
The change came after lawmakers sent a letter Wednesday urging Treasury to send the payments automatically to Social Security recipients. The law gives the IRS the power to do so.
Those who do not receive their Social Security benefits via direct deposit will be sent a paper check.
Will others get checks in the mail?
How things will work gets a little cloudy for those who have not authorized a direct deposit from the IRS either on their 2018 or 2019 return.
But it typically takes longer to send checks than make direct deposits. In 2008, when the government distributed similar stimulus money, deposits were made over a three-week period, while paper checks were sent through the mail over a 10-week period.
According to the legislation, the IRS has until the end of 2020 to transfer the payments.
An online fix?
Now, the Treasury is planning to develop "in the coming weeks" a web-based portal that will allow people to provide their banking information to the IRS online so that they can receive their payments immediately.
But the government has said little about how this would work.
"I think it will be difficult to create that portal in such a time frame but we will see if Treasury can pull it off," Kaeding said.
It could be helpful for those tax filers who don't have up-to-date direct deposit or address information on record with the IRS.
Low-income earners could still miss out
An online portal won't help the millions of people who don't have access to the internet at home.
It's likely that the portal will involve an authentication process and that could be a roadblock for some people.
For example, just 30% of people who try to register for an existing online account with the IRS are successful, said former IRS Taxpayer Advocate Nina Olson. The rest fail the authentication test, which requires an account number of a mortgage, loan or credit card, as well as a mobile phone that has the same address on the bill as your return. Not everyone can check all those boxes.
Lowering the authentication standards could invite identity theft, Olson said.
