Does Apple or Android prevent users from downloading 3rd party apps from outside of their respective stores? If not, why not just create your own app store or just make the app available from the Twitter site? It clearly isn't the solution for smaller companies or start-up, but for larger companies it seems like it just a centralized place to download apps that should be safe for end users.
In Twitter's case it would probably be better than creating a phone just for using an app.
The more this goes on it just proves people should stop worshipping alleged geniuses or believing people are smarter than you just because they are wealthy.
