I was locking for something else and stumbled over this old interview with Dan Houser, which came right after the release of GTA IV. This one part didn't age well. No i get why he left R* (jk of course).

No there was in fighting between the dan houser and Leslie benzies the executive producer of rockstar who's in charge of game design. Grs online was his baby when he left he took snoitnif those asses with him so they ditched the dlcs altogether and put some of those assets in GTA online.

The disagreement resulted in Benzies famously going on a lengthy sabbatical and eventually leaving Rockstar before suing the company — a matter that was settled out of court. According to the report, Benzies’ departure spurred a large number of resignations, with Rockstar struggling to remain focused on its single-player endeavors.
Following this debacle, Rockstar pivoted to Red Dead Redemption 2 while continuing to support GTA Online. Other single-player projects like Bully 2 and a new Midnight Club were also shelved in the process.
