Yeah, the dichotomy is hilarious. It probably comes down to the fact they look like Saturday morning cartoons. Look at Beetlejuice, another crazy powerful character, basically a demon, who really did become a Saturday morning cartoon in the '90s.^^^
It's crazy how characters like the Mask, Plastic Man who are so targeted to a younger audience are actually in comic book terms ridiculously god like level of powerful.
