I think schools will really need to start creating an emergency preparedness team that routinely does drills and create plans on what to do in these types of situations.
When I was in graduate school, we visited a few of the hospitals in DC and after 911, every hospital had to create an emergency preparedness team that would handle crisis situations, what to do if chemical/biological warfare occurred and etc.
